# Staff Development Program - Program Quality Each contractor shall develop and implement a staff development program that includes the following: (a) Identification of training needs of staff or service providers; (b) Written job descriptions; (c) An orientation plan for new employees; (d) An annual written performance evaluation procedure unless a different frequency of performance evaluations is specified in a contractor's collective bargaining agreement with their employees; (e) Staff development opportunities that include topics related to the functions specified in each employee's job description and those training needs identified by the contractor pursuant to subsection (a) of this section.
